"This report concerns Parliament’s right of inquiry, which following the introduction of the Lisbon Treaty is subject to detailed rules set down on the initiative of Parliament, with only the power of consent reserved for the Council and Commission. The report seeks to strengthen many aspects of the existing rules governing the right of inquiry, including introducing the power to summon Member State officials to give explanations on, for example, implementation of a directive. It also includes a right to carry out ‘on-the-spot’ investigations and to impose sanctions should Parliament’s rights not be respected in this area. Conservatives did not endorse this report when it was presented in order to receive a mandate for negotiations. However, discussions with the Council have been entirely fruitless, and in view of the lack of substantive progress, I voted against the report."@en1
