"Invasive alien species (IAS) are transported by means of human action outside of their natural range and across ecological barriers, and then survive, reproduce and spread, with serious ecological, economic and social consequences. IAS are cited as a major cause of biodiversity loss and species extinction and can cause health problems, damage infrastructure, undermine forestry and cause agricultural losses; indeed IAS are estimated to cost the Union at least EUR[nbsp ]12 billion per year. The Commission proposal establishes a framework for action to address IAS within the EU. The rapporteur’s draft report contained, as its central feature, the same approach to the selection and constitution of the Union list than that proposed by our shadow rapporteur: an inclusive list with opt-outs. It also proposed that actions be undertaken within timeframes related to when the list of species is adopted rather than when the regulation is adopted. Importantly, the draft report also recognised that Member States should be free to implement stricter national measures. Therefore, despite reservations on some of the detail, I voted in favour of the report."@en1
