"I prefer to see the adoption of measures to address greenhouse gas (GHG) emissions from ships at a global level through the International Maritime Organization (IMO), because international shipping is a global industry and the global application and implementation of IMO standards promotes a level playing field, provides clarity of regulatory approach and removes regional obstacles to fair trade. The EU has encountered vigorous international opposition with the introduction of international aviation into the EU ETS and in the face of strong global opposition from non-EU States, including our allies, the EU has been forced to retrace its steps. I am of the opinion that this must not be repeated in the case of international shipping. The development of a market-based measure can only be realistically achieved at a global level through the IMO. In committee, we unsuccessfully opposed the extension of the scope of the measure to cover other gases besides CO
and the inclusion of ships below 5[nbsp ]000 gross tonnes (GT). As these proposals could not be defeated in committee, I cannot support the report as it stands and accordingly voted against."@en1
