"I support action to cut down on plastic bag use and would have supported the original proposals brought forward by the Commission. However, I have abstained on the report at this stage. Forcing Member States to use charges, rather than giving them the flexibility to choose the most appropriate policy for their territory, would be prescriptive, costly and disproportionate. I am not against a tax on plastic bags but taxation is not an EU competence. The Parliament’s changes to the draft law would require small shops to produce reports on their use of plastic bags at a cost of GBP[nbsp ]20 million; includes unclear definitions which may inadvertently restrict certain types of ‘bags-for-life’ intended for multiple use; and force all European governments to adopt an 80% reduction target, which fails to take account of the different starting points of Member States in terms of reduction measures as well as the need to consider subsidiarity and flexibility. We want proposals that actually reduce plastic bag use, allowing Member States to pursue the measures they deem best, rather than having the minutiae decreed from Brussels. I hope these issues will be resolved during upcoming negotiations with the European Council."@en1
