lpv:spoken text	"I voted in favour of this draft directive as it will improve the implementation and enforcement by Member States of the 1996 Directive in establishing a legal framework for businesses to send workers from their home country to another in order to provide a service on a temporary basis. Any proposals seeking to shift the duty to enforce workers’ rights onto client companies would be onerous and run counter to the objective of facilitating service provision in the single market (joint and several liability (Article[nbsp ]12)). The compromise text now provides that national governments will have an option to use other appropriate measures to fight abuse, respecting different control needs, and that Member States can introduce national control measures provided they are proportional and justified."@en1
