"This report is the second report tackling the reform of the consent procedure. The first report dealt with the general procedure, while this follow-on report addresses specific changes necessary to Rule 90 which covers international agreements. The changes to the Rules clarify that the Parliament may offer recommendations at any time in the process, including where an agreement has been concluded but not yet signed. Furthermore, Parliament’s Rules are updated in 90(5), where previously it was suggested that the Parliament must be consulted at a specific stage in the process. Following receipt of legal advice, the report now clarifies that the Council may ask consent at a time of its choosing, and Parliament’s Rules are updated to reflect this fact. I voted in favour of this report, as it is important to ensure the Rules of Procedure are kept up to date and are reflective of the legal position as it stands."@en1
