lpv:spoken text	"The proposed Regulation lays down the detailed arrangements for the financial contribution of the Union to the budget of EMSA for the implementation of the new tasks assigned to it in the field of responding to pollution caused by ships and offshore oil and gas installations. The Commission proposed the financial envelope for the period from 1 January 2014 to 31 December 2020 of EUR[nbsp ]160[nbsp ]500[nbsp ]000 in commitments be maintained but included a possible adjustment of the financial envelope of up to 8%. This can be considered following the Commission’s mid-term evaluation. Throughout the legislative process Conservative colleagues have called for a 0% increase in EMSA’s budget, believing that the budget for new tasks can be found from savings within the existing budget. I continue to endorse this position, and therefore voted against the report."@en1
