"This report is linked to the report on consumer product safety. It applies to all products covered by EU harmonisation legislation covering the single market for goods, with the exception of food products. It is directed at Member States and their market surveillance authorities and also manufacturers, distributors and importers and their obligations. While there are some positive proposals such as defining non-compliant products, developing risk assessment criteria and calling for enhanced cooperation between Member States and the Commission to ensure safety, there are also many problematic proposals. These included prescriptive harmonised EU penalties for infringements of the legislation, which I felt should be set by Member States. There are also intrusive changes to the organisation of Member States’ market surveillance authorities and testing processes and calls for the Commission to evaluate mandatory third-party product testing and the creation of costly EU reference laboratories to test products. For these reasons, I abstained on the report."@en1
