"This legislation seeks to protect plants in the EU from the introduction of pests from third countries, and in many ways is fairly balanced. It includes provisions for increased border checks for the introduction of plant varieties and allows the Commission the ability to designate priority pests which pose a risk to plant health in the EU. However, the Committee on Agriculture approved a series of French-sponsored amendments which fundamentally change the EU’s approach to the import of plant varieties. The current ‘open’ system, where anything can be imported as long as it does not pose a threat to plant health in the Union is replaced by a ‘closed’ list, whereby nothing can be imported unless it has first been approved for import to the EU. This could have dramatic effects on the EU market, including on the cost of food. Depending on the time needed to approve new varieties, it would mean that effectively the imports of many plant varieties, including fruits from non-EU countries, would be banned. The Conservative shadow rapporteur successfully tabled amendments to address the aforementioned issues, and therefore I voted in favour of the report."@en1
