"I voted in favour of this regulation, which forms part of the ‘Animal and Plant Health Package’, which the Commission adopted in May 2013. Its framework aims to provide a modernised, simplified and more risk-based approach to dealing with animal and plant health, cutting food chain legislation from almost 70 items to just five. Among other things, this regulation strengthens the enforcement of health and safety standards for the whole agri-food chain, which will be of great benefit for the Welsh agriculture sector. With the regulation’s approach based on the principle that ‘prevention is better than cure’, this regulation aims to focus on improving animal identification/registration, establishing a common system to detect and control disease, introducing categorisation/ prioritisation rules and ensuring that those working with animals (farmers, vets, etc.) have the resources to react quickly in the event of disease occurrences. At the same time, it aims to provide flexibility, so that measures can be adjusted according to local circumstances (the size and type of an establishment, the training of personnel, etc.)."@en1
