"The British Conservative Delegation has grave concerns about a number of aspects of the report as adopted in plenary, particularly regarding disease categorisation. We believe that disease categorisation needs to be flexible, rapid and responsive to scientific opinion. We do not agree with the use of delegated acts in the area of disease categorisation and we believe that implementing acts, which involve the agreement and input of veterinary experts from each Member State, would be much more appropriate, especially in emergency cases where speedy decisions are required. We also oppose efforts to create EU legislation on the management of stray animals and the identification and registration of dogs by 2018. We believe that once the EU has powers to legislate on stray dogs, this power could extend to all domestic/pet animals. We believe this is a Member State competence. Finally, although we recognise that the issue of antimicrobial resistance is important and certainly does need addressing, we do not believe it should be addressed in this report; we would rather see this explored further in the upcoming Veterinary Medicines Directive."@en1
