"Although the existing legislative framework on official controls verifying compliance with feed and food law, animal health and welfare rules has largely proven effective in preventing and countering risks, the modern global market, with extended, more complex agri-food chains, increasingly exposes the EU to new risks and calls for improved control measures. The ECR welcomed the Commission proposal and viewed it as an opportunity to substantially simplify controls and ensure that they target the highest risks. However, in committee the rapporteur negotiated numerous consolidated amendments which introduce a series of unhelpful and obstructive revisions to the Commission text, which I broadly do not support. Further, according to a draft impact assessment undertaken by Defra, the terms of this amendment could increase costs to UK industry alone by GBP[nbsp ]48 million per year and generate GBP[nbsp ]30 million per year in administrative burden, due in no small part to the calculation and collection of mandatory fees. Amendments tabled by the Conservative shadow rapporteur to address the concerns raised above on the scope, rules, transparency and frequency of official controls passed, therefore I could support the report and voted in favour."@en1
