"Mr President, when we speak about unemployment and we speak about the solutions, many are the times we forget that employment is created not so much by governments or by state agencies but by other people creating businesses and creating opportunities for those businesses to grow. Many of the blockages to increased employment are at Member State level, and action needs to be taken at those levels to guarantee that not only do we give the skills and resources to people to allow them take up those new jobs but also guarantee that those skills and training live up to a certain standard.
There is an old saying which goes: Give a man a fish, you feed him for a day; teach a man to fish, you feed him for life. That is what is most important now with this whole current crisis, especially with youth unemployment: that we give skills to people to ensure that they have the skills for those new jobs that are coming down along the line. Not just massaging figures by running training courses, jobs bridges or pathways or whatever else, but actual real results for them."@en1
