"The eCall is a device fitted to a car which automatically calls the emergency services in the event of an accident. Last year the Commission brought forward two legislative proposals for the mandatory introduction of the eCall system across Europe. This particular agreement deals with how the necessary eCall infrastructure should be put in place by Member States. I do not support its mandatory introduction and believe that the system should be voluntary. It is believed that there will be increased costs to the car industry and the consumer – a DfT impact assessment indicated that mandatory eCall deployment could cost UK consumers GBP[nbsp ]300 million per year. Moreover, the estimated date for implementation by the end of 2017 is seen as unrealistic and unfeasible. Furthermore, the Committee on Civil Liberties, Justice and Home Affairs has raised further questions over data protection and the adequacy of the network coverage, which have not been sufficiently dealt with. Ultimately, I am yet to be convinced that the evidence available suggests a significant improvement in survival rates in the UK by mandating eCall in all new types of cars and vans."@en1
