"I welcome the ambition behind a number of the proposals within this report, such as ending mobile roaming charges by the end of 2015 and strengthening consumer rights regarding contracts and access to information. However, I am extremely concerned at the introduction of Commission veto rights over national plans for spectrum assignments that represent a substantial shift in competence from national regulators, raising serious questions regarding subsidiarity. In addition the proposals were not subject to a public consultation or an acceptable impact assessment and were published on 11 September 2013, no more than seven months in advance of the last plenary session of the current Parliament. This has therefore not allowed sufficient time to scrutinise the hugely important issue of specialised services/the open Internet/net neutrality, particularly when considering the large number of different stakeholders concerned. Therefore, for the aforementioned reasons, I abstained on the report."@en1
