"I largely support the aim of this proposal; persistent differences between national MIFs present a real obstacle to the single market objective. Regulatory action is needed since self-regulation and competition enforcement failed. Nevertheless, I had to abstain because I could not support a report which:
Includes commercial cards in the scope of the regulation (contrary to the Commission proposal). Such cards are alternatives to invoicing rather than to cash and should therefore be excluded.
Sets a too low a cap for credit cards (the average MIF in the UK is currently about 0.85% of transaction value). A too low cap increases the possibility of fixed credit card fees being applied (e.g. annual fees) and reduces flexibility to Member States in setting a suitable cap (Member States can only lower, not increase the cap set by the regulation).
Endorses the Commission proposal to change the current ‘Honour All Cards Rule’ (HACR) in a way that is very confusing for consumers."@en1
