"I voted in favour of the spending proposals for the animal and plant health package because I believe it will ultimately make the implementation and financial management of the package more effective and efficient. Both the Northern Ireland Executive and the UK Government have worked hard to ensure that funding remains in line with the total agreed amount of expenditure for the common financial framework for 2014-2020. Moreover, both parties have been successful in arguing for access to emergency funding in the event of an outbreak of a serious disease or plant health emergency. Although it is of course our wish never to see a repeat of the 2001 foot-and-mouth crisis, we now have better infrastructure in place to combat the consequences of such an outbreak. I am also pleased to see Member States retaining an appropriate level of oversight on issues relating to funding and the delivery of programmes. During negotiations, concerns had been raised regarding the impact of tertiary legislation and I am content these have been addressed, and the principle of subsidiarity has been respected. The animal and plant health package is a hugely ambitious undertaking. It is therefore imperative we get the underlying costings right."@en1
