"Mr President, it gives me great pleasure as the rapporteur for the opinion of my committee to support strongly the work of Ms[nbsp ]del Castillo and my committee has in particular been exclusively responsible for reforms to the issues around users’ rights. I have to say to the Commissioner that we are very keen to improve users’ rights, but we did reject the way in which she did it. I think that we have come up with a much better solution, which is to incorporate those reforms into changes to the existing directive for which my committee was responsible. We could not see any logic in having an overriding regulation and we think our proposal would be much better for consumers. In the short time I have available – and I think it is rather unfair for committees like mine in enhanced cooperation to get only one minute compared to five for the rapporteur – but very quickly on data speeds: consumers will have better information and a right to that. If their expectations are not met, they will be able to have measures to get compensation for the contracts if there is a discrepancy. They will be able to have predefined financial limits for their data. We have attacked 112 issues. We will have better provisions for independent price comparison ..."@en1
