lpv:spoken text	"This report highlights the needs for an EU budget that makes sure spending on youth unemployment is a top priority. I welcome observations that spending on cohesion policy has been vital for regions across Europe, and we have seen the impact this money has had on projects in Wales. I also agree that spending on the digital agenda, renewable energy and ICT is extremely important. I was however, not able to give my full backing to the report as it stands due to certain elements regarding the level of payments in the EU budget. I believe that payment levels need to be kept under strict control and that sound financial management is key to a responsible EU budget."@en1
