"I voted in favour of this report. The economic and financial crisis highlighted the fragility of public finances in several Member States. The economic adjustment programmes adopted have had a significant impact on employment and poverty levels. All the programmes, although formally signed by the Commission, were designed jointly by the IMF, the Eurogroup, the European Central Bank, the Commission and the Member States to be bailed out. The conditionality imposed in return for the financial assistance has threatened the EU’s social objectives and the Europe 2020 Strategy. This report calls for an analysis of the social and economic consequences, as well as the impact on human rights, to ensure full compliance with the European Social Charter and with the ILO’s core conventions; The Welsh economy has also suffered due to cuts in public spending."@en1
