"Madam President, I would like to thank the Commissioner for his interesting comments. May I suggest that this budget should be built around two principles, the first of which is that it should show solidarity with the Member States. This will be year two of the multiannual financial framework. It was entirely right that the MFF should reflect the difficulties and disciplines being experienced by Member State governments, therefore it is important that funding be strictly limited throughout this period. For that reason, my second principle is to stress the critical importance of directing spending to where it will most effectively and accurately address the major problems in the EU and, at the same time, deliver best value for money. Jobs, particularly for the young, are a pressing urgency. Youth unemployment initiatives, education programmes and, particularly, Erasmus need to be fully supported – as economic development also needs to be supported, through research and development, the digital economy and infrastructure. Lastly, the budget can be a valuable tool for supporting and aiding European economic recovery. Structural and investment funding, if used wisely, can be very effective in supporting economic growth in the weaker sectors of the economy. One problem that is a cause of concern, however, is that the demand for humanitarian aid and unexpected demands, such as Ukraine, will all put additional pressures on this budget. Therefore, I would urge the Commission to bring forward its proposals and to make them disciplined and realistic."@en1
