"Madam President, Commissioner, earlier this week we had a big debate about the focus of the next Council meeting on jobs and growth. Clearly these business centres should be part of that agenda, but our colleague Daniel Caspary has outlined where the problems are. Clearly there are a number of issues that need to be looked at. I suppose my question, Commissioner, is this: if the concept is a good one – and I think there is a consensus around that – are the problems managerial or structural? What is the particular problem which makes these business centres not fit for purpose? Can this state of affairs be remedied, and if so, how? It seems to me that SMEs themselves, individually, are not best placed to go to these countries and make business connections, so there should be a value in the business centre.
My next question is this: how do they link with the work and the centres that individual Member States have? Is this perhaps a conflict, or is it a problem? Can there be more synergies between them? Clearly, in order for Europe to increase the very low levels of growth, we need new business opportunities, and we need them outside Europe as well as inside."@en1
