"This report updates EU legislation on Environmental Impact Assessments (EIAs) to take account of technological developments. It includes a number of measures which will improve the current rules, including making it easier for the public to access information on projects and ensuring there is no conflict of interest between authorities and developers. Labour MEPs would have liked to see stricter rules on shale gas exploration and fracking, and we did manage to get mandatory EIAs for this included when MEPs voted in October 2013. Unfortunately, this was blocked by Member States, including the UK Government, and it has not been included in the final agreement. Nevertheless, under the new rules, an EIA will be required if a project has a significant effect on land, soil, water and biodiversity and poses a significant threat to health, and governments will have to explain why this does not apply if they decide not to request an EIA. Labour MEPs believe this will make it very hard for governments to refuse EIAs for fracking projects and, as the proposal also includes a number of other measures that will strengthen the Directive and benefit the environment, human health and the economy, we supported the report."@en1
