"Because of the principle of subsidiarity, we felt compelled to abstain on the final vote of this report due to the passing of a recital which referred to sexual and reproductive health and rights as human rights. The definitions of sexual and reproductive health and rights were set out in the 1994 Cairo Declaration and advocate pro-abortion policies. Owing to the principle of subsidiarity, the European Union does not possess competence with regard to the promotion of policies on abortion in Member States. Members States are best placed to decide on such issues.
We regret that we could not support the report due to the unnecessary inclusion of a reference to sexual and reproductive health and rights. This was, overall, a good report with many good recommendations. Fianna Fáil is committed to equality between women and men and, therefore, we urge the Commission and the Member States to take account of the many good recommendations in this report to tackle the problem of discrimination against women."@en1
