"As the Conservative Spokesman on Transport and Tourism, I believe this particular report contained many unfounded and unquantified claims that showed no clear benefits for road safety and which, if adopted, would have resulted in unacceptable implementation costs for UK road users. For instance, the risk rating system went well beyond the capability of Member States, and would have proven to be a further expense to UK road users, at a time when businesses across the UK are working tirelessly to create jobs and achieve economic success. A key concern was the proposal to widen the scope of roadside inspections to include smaller vehicles; this would have detracted attention and resources away from heavy goods vehicles (HGVs). HGVs pose a far higher road-safety risk than smaller vehicles and it is appropriate that the decision will be left to the competence of Member States, not the EU. Following the outcome of extensive negotiations between Parliament, Member States and the Commission, I believe that all of these issues have been satisfactorily addressed."@en1
