"There have been significant improvements to this package since its launch, and while I continue to have limited concerns regarding the impact of the proposals on some tractors, I welcome these changes. In my constituency, Northern Ireland, there are many farmers who in the course of tending livestock, and by the very nature of where their farms are located, are required to operate on public roads. By no fault of their own, these farmers stood to be disadvantaged by regular testing if they own tractors with a design speed exceeding 40[nbsp ]km/hr. I am now pleased that there is an exemption for these farmers. So too would caravan owners be affected. The decision to place trailer-caravans within the scope of MOT testing threatened to deter people from partaking in what is a popular, low-cost and enjoyable hobby. These owners, like farmers, already maintain their vehicles and machinery to safe and effective standards. And I am therefore pleased that light trailers, including the trailer-caravan type, will not therefore be subject to this regulation."@en1
