"This report is part of a package aimed at updating and simplifying the law on controls in the agri-food chain. The proposed regulation on plant reproductive material was intended to set rules to ensure the identity and quality of marketed plant products. However, home gardeners and small breeders have rightly raised a number of issues, pointing out that the proposal does not take account of the differing needs of home gardeners and large-scale farmers and would lead to less choice for gardeners. In addition, the proposal lacks clarity in many areas, while the rules could potentially prevent new plant varieties being introduced onto the market and represent a financial burden for smaller breeders, both of which could lead to a reduction in the variety of species available. Labour MEPs were sympathetic to these objections and voted to reject this report on the basis that a ‘one-size-fits-allʼ approach is not appropriate and the proposed law would not provide the necessary protection for agri-biodiversity. The late publication of the report has also not left adequate time for proper scrutiny in this mandate and we are calling for the Commission to come forward with a re-drafted proposal in the next mandate."@en1
