"I am disappointed that Parliament did not deal with concerns raised about the PRM proposal. Ornamental growers, gardeners, small seed companies and the seeds industry itself had a number of concerns over the Commission’s proposal. I tabled 86 amendments and there were over 1[nbsp ]400 amendments in total. It is disappointing that we did not use our powers to discuss and amend the legislation, but rather missed the opportunity to address the concerns raised and voted to reject the Commission proposal. It is particularly frustrating that Parliament voted to close the first reading, which will essentially mean that we go forward to a second reading without a negotiating position."@en1
