"Mr President, this has been an interesting debate. It was just slightly negatively affected by the remarks of Mr Engel about tax havens: particularly the reference to the United Kingdom. Mr Engel perhaps should not have remarked in that way, coming from Luxembourg as he does and bearing in mind the remarks of the Global Forum on Transparency relating to Luxembourg, in relation to its own act, as it were. We all need to clean up our acts, and both he and we have a job to do. I commend my Prime Minister, David Cameron for the work that he has been doing – certainly with the European Union – in leading international efforts to combat tax evasion and increase transparency which, of course, is what this is all about. The only other problem I have is that, when this file has received so much goodwill, as it has – including, as it needs to do, the reference to millions of items of data sets every year and involving the use of profiling, perhaps I should just mention that it is rather sad that, in view of all that goodwill, my file on the EU Passenger Name Record Directive (PNR) – which is effectively doing the same thing but protecting us from terrorism and criminals – has for some reason found itself blocked in this Parliament for a long time. I hope that is a matter which will now be redressed, following the successful outcome of our discussions on this matter. In conclusion I want to make it very clear that what we are trying to do here is to tighten up rules to make sure that a new set of standards is in place but, at the same time, to make absolutely certain that we do not penalise those that are going about their work and the transactions in which they are involved innocently and positively. We are after criminals; we are after terrorists; we are after dealing with the transfers of funds for illicit purposes, not legal and proper purposes."@en1
