"Mr President, in my view the European Arrest Warrant is an instrument which has, in fact, brought benefits to the United Kingdom. So much modern crime is, by its very nature, transnational and we cannot underestimate the value of being able to coordinate police and judicial processes across the 28[nbsp ]Member States, in order to ensure rapid surrendering of suspects when necessary.
However, the scheme is far from perfect. I have always maintained that the EAW should only be used for the most serious of crimes and only when both Member States concerned recognise the offence as such, in other words that there is proportionality and double criminality. Other proposals, such as the right of refusal on human rights grounds, standardised consultation procedures, legal remedies such as the need for
