"I welcome the adoption of Parliament’s resolution on fundamental rights in the EU in 2012. In particular, I welcome the call for the establishment of a new mechanism to monitor compliance with the criteria for accession to the EU (the ‘Copenhagen criteria’) once a country has actually joined the EU. It does not make sense that candidate countries’ countries human rights records, including in relation to the right of association, receive greater scrutiny outside rather than inside the EU. Such a mechanism should apply to all Member States, not just those that have recently become Member States, and should include setting objective indicators, binding recommendations and the imposition of sanctions for repeated non-compliance with these criteria. The fundamental rights of all citizens must be respected. I also welcome the call to revise Article 7 TEU, which sets out the rules for determining whether there is a clear risk of a serious breach of EU values in a Member State, so as to clearly separate the ‘risk’ and ‘violation’ stages. I would now urge the Commission and the Member States to act on the recommendations set out in this resolution."@en1
