"Mr[nbsp ]President, drones have received much adverse publicity recently with regard to their targeted use in the fight against international terrorism, particularly in Afghanistan and Pakistan. While the emergence of drones poses new questions about their nature and even about the future of warfare, it is important to remember that, although drones are unmanned, there is always overall human control, and those individuals are required to operate within international law. It is also worth noting that much of the opposition to their use comes from sectors that are always opposed to any kind of Western military intervention. With that in mind, I would reaffirm that one of the underlying considerations in any military operation is to limit civilian casualties, and military casualties on one’s own side, as far as possible. The precision and the unmanned nature of drones reflect that thinking. I have to say that this is a very complicated issue, and I personally believe we may need more international legal clarity as to the use of these weapons, and we may need to convene a UN convention for this purpose."@en1
