"Tobacco causes more than 700[nbsp ]000 deaths across Europe, and more than 5[nbsp ]000 in Ireland, each year. It is our duty as Parliamentarians to enact legislation to try to prevent this from continuing. We know that it is children, not adults, who start smoking: 70% of smokers begin before their 18th birthday, many younger still. A recent World Health Organization survey among 15-year olds reveals a worrying upward trend since 2005. The main focus of our work here must therefore be to deter young people from starting to smoke. We need to stop tobacco companies targeting young people with an array of gimmicky products. The agreement reached by the European Parliament is fair and balanced. It seeks to ban misleading flavours and products and strengthen health warnings on packages. We hope these restrictions will go some way towards deterring young people from starting to smoke. Member States will, of course, be able to go further and implement plain packaging if they so wish, and the revised Tobacco Products Directive is a good starting point."@en1
