"The EU's health for growth programme is both necessary and timely in order to help Member States cope with economic and demographic challenges facing healthcare systems. While healthcare remains and should remain a member state competence, I believe the Commission's proposals and the rapporteur's report has set a more effective framework of less activities but more concrete achievements. Recent studies have shown that while life expectancy for men and women has increased, the average number of healthy life years was estimated to be only 61.8 for men and 62.2 for women. Chronic diseases clearly present an acute problem to healthcare systems across the EU, with some €700 billion spent annually to tackle the problem. Certainly my own constituency is no different in this regard, with the health system in Northern Ireland struggling under an ever increasing chronic disease budget. With a budget of €449.4 million, I am supportive of the EU's ambitious but achievable target of increasing the number of healthy life years by two by 2020. Not only would this improve health and healthcare by reducing the burden on our healthcare systems, but a more streamlined and focussed EU health programme can also deliver innovation, growth and jobs."@en1
