"I welcome the adoption of the EU health programme (2014-20). The new programme will have four main goals: First, preventing illness by addressing the main risk factors such as tobacco, alcohol abuse, lack of exercise, poor diet; second, protecting citizens from serious cross-border threats to health; third, helping create innovative and viable health systems; fourth, improving access to better and safer quality healthcare for all citizens I believe we have reached a good agreement with the Member States and the Commission. We have raised the EU’s co-financing rate from 60% to 80%, thereby facilitating participation by Member States such as my own that are facing continuing budgetary difficulties. We have rebalanced the programme away from the health industry-centred approach set out in the Commission’s original proposal to one that serves first and foremost the people of Europe. And we have prioritised the need to address physical and mental health, health inequalities, lifestyles factors such as alcohol, smoking and nutrition, gender and age-related diseases, and succeeded in adding action on health literacy and supporting NGOs and their networks."@en1
