"Mr[nbsp ]President, eCall is a satellite-based electronic notification system that automatically sends a signal to the nearest emergency call centre when a serious accident occurs. It transmits data such as the exact location, the vehicle ID and the time of the accident. This rapidity is crucial in what is termed the ‘golden hour’. I pay a tribute to Mr[nbsp ]De[nbsp ]Backer and to Dieter Koch and, indeed, to all of my colleagues on the Committee on Transport and Tourism and the Committee on the Internal Market and Consumer Protection, who have worked for the past decade on this project. The major benefit of eCall will be to reduce the number of fatalities and the consequences of injuries caused by road accidents, because it will mean emergency services arriving at the scenes of accidents more quickly. The shorter the rescue time – the faster the arrival of rescue teams, police and towing firms – the sooner an accident scene can be cleared, and eCall will thus reduce congestion time and contribute to the efficiency of road transport in Europe through the reduction of external costs. This is an excellent system and I commend the rapporteur and everybody on the Transport Committee who had an input."@en1
