"I voted in favour of Ms Striffler’s report on the creation of a European Voluntary Humanitarian Aid Corps (EVHAC). Provision for EVHAC was made during the Lisbon Treaty negotiations in Article 214(5) of the Treaty on the Functioning of the European Union. More directly, it was felt that the EU needed to match the actual quantity of humanitarian aid it has given with a similar level of presence on-the-ground. This is important in my view, as there is often a misconception that humanitarian aid given by the EU, which accounts for more than half of all international official humanitarian aid, is somehow being misspent. With a €147.9 million budget, the EVHAC will not only increase the EU's presence at man-made crises or natural disasters however, but it will also afford young Europeans an excellent opportunity to contribute in areas that are less fortunate than our own. I have always advocated for local people from Northern Ireland to explore new cultures and horizons. Complementing existing volunteer schemes, EVHAC would allow our young people to make a significant and important contribution, and I am glad to see the main humanitarian aid NGOs are supportive of the Commission's proposal."@en1
