"As with so many of the reports that pass through this Chamber, the ambitions and motivations behind the recommendations in this particular case are well intentioned, yet go far beyond the remit of the EU and pay little observation to the notion of subsidiarity, upon which the union is founded. In establishing a legal framework for Member States relating to third-country nationals in this regard, the EU would be depriving Member States of setting regimes that work for their own individual needs and wants. I believe, as does the UK Government, that measures to attract and regulate the admission of knowledge migrants are best dealt with at national level, and it is for Member States to decide how far they wish to adjust their immigration policies in the pursuit of attracting greater number of foreign students for example. Furthermore, at a time when there is much debate within the UK on the subject of EU migrants’ receipt of social security benefits, a report which seeks to afford third-country national researchers equal access to social security as their British and EU taxpaying counterparts would be particularly unwelcomed by my electorate."@en1
