"Madam President, this proposal covers entry for third-country nationals to the EU for the purposes of studying, research, exchanges, etc., and also, of course, remunerated and unremunerated training and voluntary service.
Now there are always issues around admissions and visas, etc. Hardly a conference takes place on, let us say, volunteering but they have what they call the ‘empty chair syndrome’ where at least one or two chairs will be empty because third-country nationals will, at the last minute, not be able to get their visas or satisfy the requirements for entry into the EU.
Ireland, of course, does not participate in the Students’ Directive. One of the reasons for this is that the UK does not, and that of course influences our choices. There are also other issues for our Government and it believes that the rights proposed under this directive would not be in line with similar national policies which we have on immigration control. Perhaps during trialogue we may find ways of opting in, though I think this is not likely."@en1
