lpv:spoken text	"Mr President, I want to thank the rapporteur for the Committee on the Internal Market and Consumer Protection and Vice-Chair of my committee, Sergio Gaetano Cofferati, for producing a very strong report. I just want to echo very strongly what he said to both the Commission and Council: when we have this debate in the next Parliament, we hope to see the Commissioner for the Internal Market on those benches. This is what the third pillar is all about. I was very pleased that Mr Kourkoulas and Mr Barroso – I am sorry he is still not here – both included in their speeches explicit references to the potential of the single market and areas that need to be moved forward in order to create the jobs and growth that we all seek. Mr Kourkoulas, in particular, mentioned services and the implementation of the services directive. This is what this is all about. This is the third pillar, because it is about the opportunities for jobs, growth and new small businesses for the future. So that is the big message from my committee which I hope will be taken on board. I just want to supplement this by saying, in particular to the Commission, to Mr[nbsp ]Barroso, that we already gave you the instruments by approving in this Parliament the single market acts – which were not in your original Europe 2020 programme – because we wanted a political programme to complete the key instruments of the single market, so why are you not following those through properly in this Semester? Why are you not taking the lead from this Parliament by giving us a programme for the digital single market? The Council asked you for it. This Parliament passed a resolution with a large majority in favour. Where is the Commission’s programme on this key growth instrument?"@en1
