"Mr President, in terms of delegated acts and this technical issue, we are almost in an empty House here. This is the most crucial part of our legislation. On agriculture, where I was deeply involved, we have still not finished CAP reform, even though we announced its conclusion months back.
Mr Szájer, your work is really important, and the new Members of this House next autumn should look at your manual of instructions to see how we can make our laws better and have better law-making. My sincere concern is that, when we reach a political agreement and then have to turn our attention to the details and delegated acts or implementing acts, it is very difficult to get them right. I am greatly concerned, with regard to the reform of the agriculture policy, that there are three or four difficult issues that might not be completed by March, and therefore we will have a problem of implementation next year. So, well done on your work. It is perhaps one of the most important reports, and I am sorry that there are not more of us here to actually debate it."@en1
