"The ECR Group takes a strong stance against the genital mutilation of girls and women. We are appalled by this gross violation of girls’ and women’s right to bodily integrity. It is important for the EU to play its part and we welcome the strategy communication from the Commission and its focus on prevention of FGM. The ECR acknowledges FGM as a serious criminal offence, either when taking place within the EU or outside, by an EU resident or national and therefore recognise that Member States will have criminal legislation in place and we urge Member States to fully implement and enforce this legislation. We do not believe that EU legislation would be effective in this instance and therefore the ECR has voted against paragraph 4. Whilst we recognise that there is a high prevalence in African countries, we do not believe that it is helpful to refer to ‘recorded countries’ or indeed specific countries. The genital mutilation of girls frequently happens in secret and it is difficult to obtain accurate figures on how many girls and women it affects and which countries are the most prevalent, for this reason we have voted against part 2 of recital D."@en1
