Firstly, as the Commission document points out, this is largely about 20 Member States who between them have 37 000 kilometres of inland waterways carrying 500 million tonnes of cargo per annum. These are obviously mainly on continental Europe, and it is only right that because they have suffered due to the economic recession there is now an opportunity to develop. Therefore, we should be helping them to connect and develop in every way. Most of these are either privately owned or owned by SMEs, and often they are not in a position to be aware of the resources that the European Union can offer. I think it is right that this should be pointed out in terms, particularly, in relation to the ERDF, the ESF, the Cohesion Fund, etc. and particularly to focus on RDI for this area. That is a very important point and I agree with it.
One other area which I think is very important, and which the Commission points to, is that of LNG. It says, for instance, that based on the current state of technology, LNG fuel ships would considerably contribute to achieving emission limits for the more ambitious approach. However, the uptake of LNG by the sector is currently hampered by regulatory, financial, technical and infrastructural barriers. Urgent action is therefore needed to overcome these barriers, so that LNG can be used by 2016 at the latest. I agree completely with that, and there is actually a proposal in my country to have an LNG terminal. Certainly that needs to be encouraged.
Finally, I would like to make the point that Mr Bennion made, which is that in places like Ireland we should be focusing on the tourism and leisure side, because areas like the Shannon have a huge potential to develop the whole inland waterways sector from a leisure point of view. I would like to see an overall package incorporating cargo and leisure as the final result here. It says the work has started; let it be as comprehensive as possible."@en1
