"The report on insurance of natural and man-made disasters arises in response to a European Commission Green Paper on the subject. I believe the report has taken the right approach in respecting the principle of subsidiarity by arguing for the insurance of natural and man-made disasters to remain a national competence. As the report makes clear, natural and man-made disasters need different types of insurance and are covered by two different insurance markets. Attempting to combine the two under an EU umbrella could potentially create overlapping and contradictory liability rules. I support the report’s calls for Member States to engage in the exchange of best practice. My own constituency has been particularly badly hit by flooding in recent months, and I would endorse any efforts that allowed local authorities in Northern Ireland to learn from the experiences of other flood-affected Member States. I believe people ought to take preventative steps to guard against such unfortunate instances, and the report addresses issues of individual responsibility by encouraging local people to take out adequate insurance cover."@en1
