"Madam President, this is the second time that you have ignored the Rules of Procedure during these votes. On the calendar vote, despite the fact that at the last plenary session we were able to move a motion to defer the vote, or indeed to postpone it, you ignored that Rule of Procedure. You ignored the Rule of Procedure on the request from the rapporteur to speak before the vote. You cannot allow your personal feelings and your personal prejudices to interfere in the course of the proceedings. You are supposed to be an impartial Chair, regulating the procedure in this plenary. To just ignore the Rules of Procedure whenever they do not suit you is frankly quite disgraceful. I hope that you are ashamed of yourself and that you will reflect on your conduct in this vote, because I think this has been the worst display of chairmanship that we have seen in this plenary in the last ten years."@en1
