"Mr President, as has been said, this is a historic achievement. Having something which binds most of the international community together on conventional arms – even if it is only most of the international community – is vital to closing the loopholes that have existed for so long in international law. The proliferation of small arms has, after all, been responsible for fuelling the genocides of the past and has contributed to the prolongation of bitter civil wars with the loss of tens of thousands of lives.
Although some countries which manufacture significant amounts of small arms are not supporters of this Treaty and never will be, we do engage the moral majority of the world by actually proposing it in the way it has been proposed. For that reason, we should thank Parliament and those involved – in particular Richard Howitt and David Martin, in this report – for being prime movers for this change and for the support which is now taking hold around the rest of the world."@en1
