"Mr President, in our last session, Parliament called for Member States to be required to produce a long-term strategy for reducing their emissions by 80 to 95% by 2050 and that, I am afraid, is missing from the Commission’s recent communication about long-term vision. Member States have got to start making some long-term plans. They need to be forced to come forward with some ideas about how that is going to be achieved, if they are to start putting in place the building blocks for it. I would ask the Commission to look at that when it comes forward with its legislative proposals later in the year. Two years ago, Parliament supported my report calling for a competitive low-carbon economy, and I have to say that I believe that setting a European renewables target is the wrong way to achieve that balance. Member States need flexibility about how best to achieve the CO reductions. We all want not to be tied to one particular technology in every circumstance, with ridiculous subsidies in some cases. The way forward is as the Commission proposed just last week: national plans, national targets, which will then become legally binding. I have always supported a role for renewables, but I believe that some Members here have lost sight of the objective, which is to achieve a low carbon economy at the lowest possible cost."@en1
