"There is little doubt that small agricultural holdings have been subject to sustained demographic, commercial and technological pressures in relation to their larger counterparts. As this report outlines, such pressures can lead to the gradual de-agrarianisation and depopulation of villages in areas where small agricultural holdings predominate. While I am supportive of any efforts to boost the competitiveness and profitability of small agricultural holdings, I do not believe it is necessary to make further changes to the common agricultural policy (CAP) specifically to protect small farms, as the report proposes. The Small Farmers Scheme, exemptions from greening obligations and an extra payment on the first hectares, were measures put in place to protect small farms. My own constituency is largely comprised of small and medium-sized farms; nevertheless the definition of a small farm in Northern Ireland varies from other Member States. I believe what the CAP reform agreed was the best possible deal for small farmers locally and throughout the EU. After months of arduous negotiations, and given the fixed nature of budgets, I am particularly wary of altering a compromise that has barely had a chance to get its feet under the table. I therefore voted against the report."@en1
