"I am concerned that this report goes way beyond the competence of REGI and deals with questions that ought to fall within the sole competence of ITRE. Moreover, as Parliament has already adopted reports on the role of cohesion policy in implementing EU energy policy and on the implementation of energy efficiency measures under cohesion policy, this report is unnecessary and unhelpful. Beyond this question of competence, the report calls for ambitious strategies and policies for dealing with CO emissions – in particular, the call for further ambitious binding energy efficiency and renewable energy targets. I am firmly opposed to the setting of any such ambitious targets which prioritise renewable energies over other low-carbon alternatives. Moreover, I am strongly opposed to the earmarking of 20 % of ERDF funding in the recent 2014-2020 Common Provisions Regulation for strategies to develop a low-carbon economy. The report is overwhelmingly prescriptive concerning this point. It is for these reasons that I voted against it."@en1
