"I welcome today’s report, which means for the first time there will be criminal sanctions across the EU for insider dealing and market manipulation. It is evident when we look at the Libor scandal that EU legislation in this area is necessary. Making sure that tough sanctions are introduced, including jail sentences, should be welcomed. I am pleased that there will be minimum sanctions put in place by the EU, and welcome the fact that Member States can go further if they feel necessary. I also support measures that allow Member States to introduce criminal sanctions for reckless behaviour and gross negligence. I sincerely hope that the UK Government will sign up to the new law supported by a large majority of the European Parliament today."@en1
